Harnessing the Crowd for Public Service Delivery

CEGER partnered with the University of California, Santa Barbara and Brigham Young University on this landmark research project exploring the potential of citizen engagement to improve public service delivery across Uganda. Over more than three years, our team conducted extensive field research, collecting data from communities and public service providers to understand how crowdsourcing feedback and citizen participation can drive accountability and service improvements.

The project employed a combination of surveys, focus group discussions, and observational methods to assess public service delivery in education, health, and local governance. Findings from this research contributed to the growing body of evidence on participatory governance in East Africa, demonstrating that structured citizen engagement can lead to measurable improvements in service quality and public trust in institutions.
