CEGER is the implementing data-collection partner for this field experiment led by Prof. Mark T. Buntaine of the Bren School of Environmental Science & Management, University of California, Santa Barbara, in partnership with Wakiso District Local Government and Nansana Municipal Council. The study asks whether decentralising authority to local councils to oversee and manage waste-collection contracts reduces the informal disposal of waste.
The experiment spans 200 zones across Nansana and Wakiso — 100 treatment and 100 control — and is measured over seven rounds between 2025 and 2027. Each round collects up to four field instruments (a Waste Burning Assessment, a Zone Residents Survey, waste-pile photography, and a periodic LC1 leader / call-centre survey) alongside GPX transect maps and shadowing back-checks. CEGER leads enumerator recruitment and training, field logistics, digital data collection, and field-level data quality, reporting to the UCSB research team.
