Anthony Kahwamu brings international experience in governance, security and risk management. He has worked as an electoral and governance consultant, and was a core strategist during Uganda’s 2026 general elections. He holds a Bachelor of Vocational Studies (Business Studies with Education, Hons) from Kyambogo University, and trained further in the United Arab Emirates, graduating from the National Security Institute and studying occupational safety and health at NIST Institute, Dubai.

For more than 10 years, in the UAE and Uganda, he has worked with organisations including Serco, Emirates Steel, Al Hosn Gas and Sogea-Satom. On major public infrastructure projects such as the Dubai Metro, Abu Dhabi Airport and the Sheikh Zayed Highway, he led and supported teams responsible for safety and risk. He holds the NEBOSH International General Certificate and has studied for the NEBOSH International Diploma. He headed the HSE team for the construction of the Dubai Tram and served as health and safety consultant on Sogea-Satom’s Katosi project in Uganda; this experience underpins CEGER’s environmental health and safety services.

Earlier, as a lecturer and Head of Programmes at YMCA, he designed and ran community development projects in Mukono, Buikwe and surrounding areas. At CEGER he contributes governance insight, field safety and team supervision. On the PASGR assignment he was a trainer and field supervisor.
